October 2016 Minutes



Minutes of the Meeting of the Parish Council held on Thursday 20th October 2016 at 7.30 pm in The Chislet Centre, Chislet

Present            :      Cllrs Fee (in the Chair), Jones, Chandler, Wilkinson, Craven & Brant                                                                                 

In attendance:      Mr. G Eaton, Clerk to the Council, KCC Cllr Marsh and two members of the public

Action by:

1 Apologies for absence  

Apologies were received from Cllrs Huckstep Higglesden & Hazard and CCC Cllr Taylor

2 Declarations of Councillors Interests regarding items on the Agenda

It was noted that Cllr Chandler had previously declared an ongoing interest in any discussions regarding the Upstreet Village Hall/housing proposal

Cllr Jones declared an interest in the Puddledock House planning application

There were no other declarations of Cllrs interest regarding items on the Agenda

3 Public discussion

The two members of the public asked to address the Council about their retrospective planning application for a stables in Highstead. There was a general discussion about the application and the background to it. The applicant then read the supporting statement she had sent to CCC. After a discussion it was agreed that the Parish Council was supportive of the application and regretted the loss of the original Highstead Riding Centre facilities

The Minutes of the Meeting held on 15th September 2016 were agreed and signed

5 Matters arising

There were no matters arising of note


Action by:

6 To discuss correspondence received

Email received from CCC regarding improvements to the planning application pages on their website and notifying Council’s that paper copies of applications would not be sent after the end of December – after that all communication would be via email and applications accessed online only. It was agreed that paper copies were essential so that applications could be properly discussed at the monthly meeting. Agreed letter be sent to CCC


Letter received from National Grid re public hearings re Richborough Connection Project

Email re closure of Sweechbridge Road, Herne Bay, on 24th October for electrical work to be undertaken

Email re closure of Sandpit Hill, Chislet on 29th October for a telegraph pole to be replaced

Letter and various documents received from KALC re AGM on 19th November

Letter received from Planning Inspectorate re public hearing to be held on 9th/10th December re Richborough Connection Project and effects on Broad Oak Reservoir proposal

7 To consider Planning and Enforcement matters

A Planning applications to consider

CA/16/01044 – additional storey and side extension to dwelling

Midway, Boyden Gate Hill, Chislet

Discussed by email between meetings – letter of objections had been sent to CCC

CA/16/02338 – Two storey dwelling and detached garage

The Bungalow, North Stream, Marshside

Letter to be sent to CCC objecting as too large for the plot and surrounding properties


CA/16/01913 – Retrospective application for stables and yard

Stables, Chapel Lane, Highstead

Letter to be sent to CCC supporting the application


CA/16/02214 – Change of use to holiday let

Puddledock House, Nethergong Hill, Upstreet

Cllr Jones declared an interest and withdrew from the meeting

There were no objections to this application

CA/16/01472 – change of use to allow external storage containers

Port Farm, Island Road, Upstreet

8 To discuss the problem of fly tipping

There was a general discussion about the ongoing problem of fly tipping and possible measures to reduce the incidence of this anti-social practice behaviour

9 Proposed Village Hall in Upstreet

There was a general discussion about the Village Hall/housing proposal and the draft questionnaire which had been previously circulated. It was agreed that the questionnaire should be revised incorporating fewer questions. Cllr Chandler kindly offered to revise it and forward to the Clerk to circulate to Cllrs for agreement prior to printing and distribution

10 Defibrillator and Basic Life Support Training

Cllr Brant reported that the defibrillator demo would now take place at the November meeting and updated the meeting on his research to date with Basic Life Support training

11 To consider Finance matters & Accounts for payment

B 2015-2016 Internal Audit Report

The Clerk reported that the 2015-2016 Annual Return had been given an unqualified opinion from the external auditor although they noted some issues which need to be corrected in the 2016-2017 Return


The Clerk was asked to summarise the main findings and recommendations of the Internal Auditors report for discussion at the next meeting

C Finance Reports April – Sept 2016

The Clerk presented the Finance Reports for the periods April – June 2016 and April – Sept 2016. There was a general discussion about the reports and the reserves in particular some of which had been ear marked for projects. The Bank balances were checked against the reports to ensure accuracy in accordance with good governance arrangements

 12 AOB

There was a general discussion about the Richborough Connection Project and the planned location of some of the pylons

The Clerk was asked to place an advert for a secretary to Chislet United Charities on the website


13 Date of next meeting

It was agreed that the next Meeting would be held on Thursday 17th November at 7.30pm in The Chislet Centre, Chislet

There being no other business the meeting closed at 9.20 pm
