Minutes of the Meeting of the Parish Council held on                                                            Thursday 19th January 2017 at 7.30 pm in The Chislet Centre, Chislet

Present            :      Cllrs Fee (in the Chair), Chandler, Wilkinson, Brant & Huckstep

In attendance:      Mr. G Eaton, Clerk to the Council, KCC Cllr Marsh and one member of the public

Action by:

1 Apologies for absence

Apologies were received from Cllrs Higglesden Craven & Jones and CCC Cllr Taylor

2 Declarations of Councillors Interests regarding items on the Agenda

Cllr Huckstep declared an interest in the payment to the litter picker

There were no other declarations of Cllrs interests regarding items on the Agenda

3 Public discussion

The member of the public wished to discuss her planning application at land adjacent to Castleton Cottage, North Stream, Marshside. The application was fully discussed and the Parish Council unanimously agreed to support the application

4 Minutes of the last Meeting

The Minutes of the Meeting held on 12th December 2016 were agreed and signed

5 Matters arising

It was confirmed that Toni Hazard no longer wished to serve on the Parish Council. Clerk to arrange for the vacancy to be advertised on the noticeboards

Letter received from HMRC regarding PAYE payments and requesting that in future payments are made electronically rather than by cheque

B Other Finance Matters

There was a general discussion about online banking and in particular making payments online rather than by cheque. (See letter above from HMRC requesting online payments). The Clerk outlined how the system could work – the Clerk would set up all payments at the bank and then request that a signatory authorise them for payment (i.e. the Clerk could not set up and authorise payments). It was generally felt that this was the way to proceed. Clerk to obtain details and look at setting up an online account


9 To consider the purchase of a defibrillator

There was a general discussion about whether to purchase a Parish defibrillator. Cllr Brant provided rough costings – the defibrillator and cabinet would cost c£1200. It was unanimously agreed to purchase a defibrillator as it was felt that it would be a useful community resource which could save lives. There was also a discussion about where the defibrillator could be sited so that it was accessible but also reasonably secure – Clerk to make enquires with residential homes in Upstreet regarding this. KCC Cllr Marsh kindly offered to contribute £500 to the project through his members grant. The Council thanked Cllr Marsh for his ongoing help and support


10 AOB

Cllr Fee reported that the noticeboard in Upstreet needs a replacement lock – Clerk to arrange. It was also noted that the noticeboard contained various flyers from local clubs/organisations. It was confirmed that the Parish noticeboards were for Parish Council notices only – all other flyers/notices should be placed on the community notice board in the Upstreet bus stop


It was noted that fly tipping was a continuing problem blighting the area

11 Date of next meeting

It was agreed that the next Meeting would be held on Thursday 16th February at 7.30pm in The Chislet Centre, Chislet
