Minutes of the Meeting of the Parish Council held on Thursday 25th August 2016 at 7.30 pm in The Chislet Centre, Chislet

Present            :      Cllrs Fee (in the Chair), Jones, Chandler, Wilkinson, Higglesden, Craven

In attendance:      Mr. G Eaton, Clerk to the Council, KCC Cllr Marsh, CCC Cllr Taylor and one member of the public

Action by:

1 Apologies for absence  

Apologies were received from Cllrs Huckstep & Hazard

2 Declarations of Councillors Interests regarding items on the Agenda

Cllr Chandler declared an interest in any discussions regarding the Upstreet Village Hall proposal

There were no other declarations of Cllrs interest regarding items on the Agenda

3 Public discussion

William Hawkins kindly attended the meeting to report on the work he was undertaking on the Parish website and how it could be used to assist with any Parish Questionnaire. William asked for content for the site to be sent to him to upload. Cllr Fee thanked William for his ongoing help with developing the site

4 Minutes of the last Meeting

The Minutes of the Meeting held on 21st July 2016 were agreed and signed

5 Matters arising

The Clerk reported that he had reported the bent/damaged Upstreet sign to Kent Highways who had passed this to CCC as it was their responsibility

The Clerk reported that he had contacted the Canterbury Times re availability in Upstreet and Hoath but due to financial pressure they were unable to supply the free paper in these areas

B Planning applications granted by CCC

CA/16/01329 – Two storey rear extension

1 Forge Cottages, Forge Lane, Marshside

CA/16/01047 – Change of use to Children’s Home

Willow Hollow, Grays Farm, North Stream, Marshside

8 Neighbourhood Plan and Village Hall in Upstreet

There was general discussion about the proposal and the Parish questionnaire. It was felt that the questionnaire should be fairly short and straightforward. There was a brief discussion about having a public meeting to discuss the proposals and to allow questions and answers. Cllr Chandler added that he had received confirmation from Highways that the sight lines were acceptable to them

9 Phone box in Upstreet

There was a general discussion about whether there was a need for a defibrillator in the Parish given that Hoath had a defibrillator at their Village Hall. It was generally agreed however that having a defibrillator may be beneficial. Cllr Brant then outlined the information he had obtained and there was a brief discussion about having some Basic Life Support training as well. Cllr Brant was asked to continue his research and it was agreed to invite a representative to the next meeting to demonstrate a defibrillator and for a general question and answer session

B Concurrent Function Grant Funding 2017-2021

The Clerk reported that Concurrent Function Grant Funding was now for a 3 year period (rather than annually as previously). The Clerk outlined the draft figures he had prepared based on current year costing. The figures were discussed and agreed. The Clerk was asked to make the necessary application to CCC

There was no other business to discuss

12 Date of next meeting

It was agreed that the next Meeting would be held on 6th October at 7.30pm in The Chislet Centre, Chislet (subsequently changed date to 15th September 2016)

There being no other business the meeting closed at 9.20 pm
